i pick up dwarven armour that says unidentified, i identify it, it says something vigor of health, i assume its a special rune or something, so i expert salvage it and i get 2 tan hide squares? WTF.

You won't always get the rune, even with an expert kit.

you unlocked it.. I beileve this means you can use that rune for a pvp char..

Yes, that's exactly what it means. He had a chance of expert salvaging it as well, but it didn't happen. Better luck next time.
